Mississippi River Transmission CorporationPrearranged Firm Transportation Agreement
April 15, 2025
Pursuant to Section 5.9 of the General Terms and Conditions of MRT’s FERC Gas Tariff (“GT & C”), notice is hereby given of pre-arranged service agreement(s). These pre-arranged transactions consist of 160,839 Dth of East Line firm transportation capacity. The primary path associated with this firm transportation capacity is from the Trunkline and NGPL East Line Market Zone interconnects to two new interconnects to be constructed in Jefferson County, Mo. These pre-arranged transactions will be effective upon the latter of the in-service date of the gas facilities or the in-service date of the plants for a primary term of thirty-six (36) months at MRT’s Market Zone maximum tariff rate.
Customers desiring to bid on this capacity must do so through a silent auction by completing the attached Request Form. The Bidding Period for this capacity will begin at 10:00 a.m. Central Clock Time, April 15, 2025 and end at 5:00 p.m., Central Clock Time, May 15, 2025. Bids must be received by 5:00 p.m. Central Clock Time, May 15th by emailing a completed Request Form to mike.stoll@energytransfer.com. Bids may be withdrawn, revised, and/or modified prior to the end of the Bidding Period at which time bids become binding and may not be withdrawn or modified. Bidders may not withdraw a bid and resubmit a bid with a lesser value. MRT will only consider revenues generated by the reservation charges and/or, if a Negotiated Rate is so bid, guaranteed transportation volumes as proposed by Bidders.
The pre-arranged customer will have a one-time right to match any higher bid or combination of bids in order to obtain the capacity. MRT will notify the pre-arranged customer by 2:00 p.m. Central Clock Time, if practicable, the business day following the end of the Bidding Period of any higher bid or combination of bids. The pre-arranged customer must respond to MRT by the later of 2:30 p.m. Central Clock Time or 30 minutes after receipt of notification. MRT will post a notice on its Internet website identifying the party to whom the capacity was awarded.
Bidders willing to accept a prorata allocation of capacity, in the event MRT is unable to satisfy their full request, should indicate so on the Request Form.
The award of the firm transportation capacity posted herein is subject to all terms and conditions of MRT’s FERC Gas Tariff, as amended from time to time. Consistent with Section 5.9(e) of the GT&C, MRT will evaluate and determine the best bid(s) received based on the incremental revenue expected to be produced, lost, or affected if the request for service is accepted. The determination of incremental revenues to MRT shall be based upon the formula set forth in Section 5.9(e) of MRT’s GT&C. In addition, MRT shall also take into account the following objective and non-discriminatory factors: operational efficiencies or inefficiencies that would result if the request for service is accepted, backhaul or forward haul transportation characteristics, and the amount of unsold capacity (stranded costs) that would result if the request or aggregated requests are accepted. Contingent upon the Bidder meeting MRT’s creditworthiness standards as set forth in Section 26 of the GT&C, MRT agrees to waive, on a non-discriminatory basis, Section 15.4(b) of the GT&C, which requires that all valid requests for firm service be accompanied by a prepayment.

If, pursuant to the procedures set forth in Section 5.9 of the GT&C, the capacity requested herein is awarded to Bidder, Bidder agrees to meet all terms and conditions of MRT’s tariff and to execute a service agreement with MRT which is consistent with and incorporates the terms and conditions stated herein.
